GUIDANCE FOR ORGANISERS OF ROADWORKS

Highways Division is responsible for approving and making temporary road traffic orders for road-works and events held on public roads.

1. Roadworks Applications for temporary prohibition or restriction of traffic on roads made under Section 3 of the Road Traffic Regulation Act 1985 –

a) Applications for temporary restrictions in connection with road works must be submitted at least 28 days before the work commences. The application must include a plan showing the location of the works and the extent of the closure. The alternative routes available to the public must also be identified. Appropriate advance notice of the works must be given.

Notices are required

It is a legal requirement that temporary traffic regulation orders comply with Schedule 1 of the Road Traffic Regulation Act 1985, ie when an order has been made and is in force, the organiser must post a notice stating the effect of the order, and describing the alternative route or routes available to traffic. The notice MUST be kept posted in a conspicuous manner at each end of the part of the road to which the order relates, and at the points at which it will be necessary for vehicles or, as the case may be foot passengers, to diverge from the road.

GENERAL GUIDANCE FOR ALL ROADWORKS OR EVENTS HELD ON PUBLIC ROADS.

The following general guidance applies to all bodies or organisers of works or events held on public roads.

1. It is the responsibility of the organiser of any proposed work or event to consult well in advance of the commencement of the work or event with all services which may be affected such as the Police, Local Authorities, statutory undertakers (water, gas, electricity, telecoms, buses and ambulances) as well as notifying all properties, residences, businesses and accesses that may be affected by the work or event.

2. All work or events held on public roads must be covered by public liability insurance.

3. Organisers of events must post advance notice stating the effect of the order, and describing the alternative route or routes available to traffic. The notice MUST be kept posted in a conspicuous manner at each end of the part of the road to which the order relates, and at the points at which it will be necessary for vehicles or, as the case may be foot passengers, to diverge from the road.

4. When the work or event has been agreed, Highways Division will make appropriate orders which will be advertised in the local newspapers. The cost of the newspaper notices must be met by the applicant.
